People must have fair representation

The representation of people in State Vidhan Sabha and in Centre Rajya Sabha is nor fair and is unbalanced. A large section of society go unrepresented. And this defeats the basic goal of democracy.

First see current scenario:

There are state elections and center elections. At both places we elect representatives in constituencies who may win by one vote or five lakh vote. Due to this a difference of 2 - 3 % of votes can cause large number of seats won by one party and therefore a large section of people go unrepresented. To add to this unfairness these elected people further lead to representation in Rajya Sabha causing further unfairness to big sections of society. This must be corrected.

To correct this unfairness and imbalance two things must be done.

1. In Center

During Lok Sabha elections representatives are elected by any margin. This may stay as such. But Rajya Sabha must be constituted at the same time on the basis of vote share of every party. This will give proportional representation in center. Alternatively Center Rajya Sabha may be constituted on the basis of State Rajya Sabha. Center Rajya Sabha members must not be on the basis of State Vidhan Sabha.

2. In State

Like in center in state also Vidhan Sabha may have representatives elected by any margin and form government. To have balanced representation, state too must have House of Seniors or Rajya Parishad with representatives on the basis of proportional vote share. This Rajya Parishad must have same role in state as Rajya Sabha in center. The existing Rajya Parishad in some states do not serve the purpose as they too do not show representation on proportional basis. Their system of electing MLC by Zila Parishad is as flawed.

3. Zila Parishad, Gram Panchayat and City Corporations must be for short duration like two years and should be totally free from party based elections. At this level decisions must be taken by majority of elected independent representatives.

It is very important in a democracy that people feel represented. Unfortunately today governments are being formed on vote share ranging 30 - 40 % which results in lack of representation of 60 - 70 % of population.  By adopting above given method we can have full representation in both states and center.

- Full representation of various sections of society
- Feeling of fairness and justice
- Law making and administration will have better checks and balances
- State administration will be more accountable and unbiased


Government is of the people for the people by the people. Therefore fair and proportional representation of people in government is as necessary as voting right.
