Development with care for all

Why do we need to go in conflict for every issue. Nation must get mature to face and resolve issues in holistic manner which is helpful for all. There are always better options available which can satisfy all concerned. For this we all need to apply towards a holistic solution.

The issue of Land Acquisition can be resolved without conflict if we apply our self. The issue involves two major aspects:
- Need of land for development.
- Need of land owners

The need and argument of both sides is valid. Development is necessary and for that land is required. At the same time we need to be fair to land owners. Any feeling of injustice will harm nation's harmony and will prove detrimental to very purpose that is growth and development. But this can be resolved if we look for a solution that takes care of need of both sides.

One such solution can be as follows.

Suppose 100 units of land is required. The owners of this land form a group called Original Land Owners OLO in proportion of their share of land. The second group can be government or actual users forming second group called Actual Land Users ALU. The OLO will have 49% ownership rights and ALU will have 51% ownership rights. ALU will pay two times market price or four times circle rate to OLO as upfront charges and annual land use charges which will be distributed among OLO members in proportion of their land share. The annual charge will work as annual income of OLO members. This annual charge should be converted into proportionate equity share in business developed on that land. ALU will have full right over land use. There will not be any time limit of land use. If ever ALU decides to sell their rights to third party, the entire profit will go to OLO if the sale is within ten years. If the sale is after ten years then the profit will be divided as 51% to ALU and 49% to OLO. This will eliminate possibility of profit making from land acquisition. In this solution land owners will never have feeling of injustice, their needs are taken care and the land users get unrestricted right to use land for development.

Another solution can be. This can be used when land is being acquired for government use or national interest.


Suppose 100 units of land is required. In this case 200 units of land must be acquired. Half of it that is 100 units can be used for government use or national interest and second half that is 100 units must be clubbed together as collective farm. The owners of entire 200 units now own this 100 units in proportionate share. This can be used for collective farming using latest technology. This will help land owners get high yield which will be almost equal to their original land yield. In addition, land owners will get two times of market price or four times circle rate of the total land acquired and fixed annual income. There will be no time limit of land use. This will encourage collective farming in addition to much required development.

Future India belongs to hi-tech modern development and technology based collective farming. In both solutions the original owners are getting two times market price along with annual income. They also have some land ownership. The land users get unrestricted land use. Both purpose of nation development and land owners rights are well taken care.

Let us work towards solutions which encourages development for all.

Organized development

India is on the path of development. This is an on going process but there must be careful planning to achieve the real goal of organized development. Piecemeal or half hearted approach will not produce desired goal.

This can be achieved in time bound efficient and effective manner. We must accept that within available resources we could have achieved much better development. It should have been more organized and systematic. We can and we must still apply our self to create a modern developed India. To do this we need to have twin approach to development.

1. New development
2. Redo development

New development should apply to everything developing a fresh. It could be a building, a colony, an airport, a stadium or a new city. This new development must clear all criteria modern hi-tech hi-class development with inbuilt scope of future changes and extensions. For example new cities must be cleared only with high rise buildings with eco-friendly system. No illegal or even less satisfactory development must be allowed. This should apply to entire nation with vision of future India.

Redo development should apply to all existing India. A lot of existing development is in bad shape. It continue to cause bad effect on citizen's and nation's progress. It should not be left to crumble. With a target of next fifty years or so nation must rebuild itself  slowly and steadily thereby converting existing low quality development into modern hi-tech and hi-class development.

To do these in organized manner the entire scheme of development must be divided into two broad divisions.

- Structure development
- Function development

Both these must further be done on scheme of - Unit Development. 

Nation must further organize development of both structure development and function development in units and subunits. The existing units of states, districts, cities and villages can be accommodated in this scheme. Similarly existing functional units like transport, communication etc can be accommodated in new functional development. Those units lagging behind must be given special attention. The ideas and experience of successful units and subunits must be shared and implemented.

These four corners - structural development, functional development, new development and redo development must be cautiously and systematically merged together to create a modern developed India.

This is achievable target. This requires good planning and coordination of all possible agencies at both national and state level. But above all this requires strong determination and will power of people of India to create a Modern Developed Glorified India. Let's do it.

Holistic Homogenous Development

India has its task cut out. And the task is vital and huge.

Nation must define and design its development which should be Holistic and Homogenous.

Holistic Development - There is a wrong trend emerging that is to measure development only in terms of materialistic elements. No one can deny importance of money but this is very narrow definition of development. The real development must cover various elements of human life as:
- Cultural development
- Intellectual development
- Civic and Social development
- Financial development
- Infrastructure development
- Development of institutions and system
- Development of health and education
- Environment development

Homogenous Development - India is suffering from the development gap syndrome. The kind of gap seen in development level of various sections of society is enormous and is responsible for creating a chaotic society. Though everyone can not be completely equal in any society but the gap should not be so huge that it alienates people. Most of the problems we are facing today are due to these huge gaps. Homogenous development is crucial for making a healthy society.

Two things will play big role in this
- Strong and efficient institution based system
- Innovative ideas to spur high speed well directed development

Recent elections have confirmed that people of India are very much focused towards speedy and result oriented development. They are voting strongly and positively for development.

We as citizens must make best of our efforts to develop our self and our surroundings. We must all pool our minds and efforts to create a developed India. Nation building is our task and we all must contribute.

Correct wrongs

Are we becoming immune to wrongs in society?

This is becoming a dangerous trend and much more for a nation like ours. Media is reporting about crimes and those are horrible. They remain as news for few days and gone. We move on as next follows. After Nirbhaya we had demonstrations and even a new law. But what has changed.

Crimes are no less that terrorism. The extent of loss of human life and suffering is no less. 

What is wrong?  Is this due to police or policies or society itself?

Everything and everyone is responsible. It can not be blamed to one thing or agency. But the most disturbing aspect is the kind of apathy shown by society. Either there is no action or at best some piecemeal action. Task is becoming bigger everyday. Helplessness is the universal element.

How can a nation like ours with such brilliant people become so helpless? Why we are so helpless in creating a safe society for people? Why can't everyone including politicians, those in police and judiciary, social activists, teachers and others come together and formulate a comprehensive strategy to tackle crimes universally.

This is not difficult. We need to first get rid of 'not my work or duty' attitude. It is everyone's duty. Everyone must contribute. Secondly we have to get rid of helplessness. This is not big task if we all pool our mind and efforts. We all must come together and formulate a nationwide strategy to combat crimes. We have to now stop and make sure that we do not just 'move on'. No, we should not. We have to stop and say 'not any more'.

And how we can do that:

- Nationwide proactive policies as done in case of terrorism
- Intelligence and Vigilance
- Coordination among agencies
- Social security number and tab on 'doubtfuls' and early reforms
- Better updated laws, policing, courts and judiciary
- Media focus on facts and remedy
- Healthy education in schools with focus on personality development
- Check on media, TV, movies, internet to control obscenity and vulgarity

All that is required is to wake up to challenge and work collectively.
